Enki, meaning "Delay" in Japanese, is the creation of a Yugioh Omega Developer who wanted to slow the game down. Enki limits the number of cards on your field at the end of each phase, along with implementation of the London Mulligan, and FTK prevention.
Enki Format does not follow a set banlist, and can be played as a rules layer on top of any other format's banlist. For example, you could play Enki Goats using the Goat format card pool.
The Rules of Enki Format

At the start of each Phase, extra cards that exceed the number of allowed cards on the field are returned to the deck. The player chooses extra cards they control to return to the deck. The duel begins with a limit of 2, which then increases by 1 every 2 turns at the start of the Going-First player's Draw Phase.

The London Mulligan - The first turn player has priority and declares if they wish to do a Mulligan. If they do, their hand is shuffled back to their Deck and they draw cards equal to their starting hand. They may do this as many times as they wish. However, at the end, they must select a number of cards equal to the number of times that Player has taken a Mulligan and return those cards to their Deck.
